Just solve it as you would with any old equation. Subtract 11 from both sides, 99 minus 11 equals 88.
3q + 8q > 88
Combine like terms
11q > 88
Divide both sides by 11
q > 8
Q is any value larger than 8.
Important: If you ever have to divide/multiply the inequality by a negative (for example if it was -11q > 88 on the second step and became q > -8 after solving), then you have to switch the equality sign the opposite way (it would become q < -8 upon completion).
