Civil War question– Please help, my paper is due tomorrow!!!?

I’m almost done with my essay, but I just need to know (but can’t find anywhere…) if the physical Reconstruction of the South was federally funded. In the 14th amendment it says that the US wasn’t going to pay for any damages incurred by the war, but did that include rebuilding the South?

Any help will be appreciated. Thanks!

Don’t have source, but generally I know the Reconstruction was a US Government sponsored program to get the South back on its feet. Lame President Johnson let program be run by scalawags who allowed scum to proliferate while half-heartedly rebuilding . These attractive gentlemen who followed the money south earned the carpetbagger nickname.
