If you are talking about frivolous lawsuits and extortion, the similarity is in the fact that litigation costs in court are high for most people. When someone sues you with a frivolous claim, you might still settle instead of defend because the cost of going to court to vindicate yourself will be high and you will be subject to a long, public process. A settlement would basically pay the troublemaker to go away. Similarly, extortion is the illegal practice of a troublemaker demanding money now to prevent future harm that he may do to you later. You pay the extortion demand to make him go away. In both cases, there is of course no guarantee that the troublemaker will actually stay away and not come back.

I think the point is that the immune system can not clear the filoviruses. They just keep on taking more and more from the host organism until the host organism has no more to give (and dies). Extortionists too are never satisfied. They keep “bleeding” their victim until the victim has no more resources left to be extorted. Then and only then are the extortionists finished with him.
