can someone please tell me what the hell time signatures are?

the bottom number tells you which kind of note counts as 1 beat. 4 means quarter note, 8 means eighth note.
the top number tells you the number of beats in each measure. you should be able to feel the 1, the downbeat. the top number tells you how often that comes around.
so a time sig of 3/4 for example means that the quarter note is the main beat, and there are 3 per measure, like a waltz.
don’t think of it as a fraction! it’s not a fraction at all!!
