Perhaps the “we’ve been here” means her and like her family and she telling someone else that of the thirteen years that she and her family been there, the other person hasnt been there for nine years.

I’m not sure what you’re not understanding, it is pretty forward:
The speaker has lived in that area for 13 years. with a third party
The person she is speaking to has been gone from both the speaker and the third party for nine of those years.

To me it sounds like she is saying they (as in the family I guess) have been there for 13 years, but he has been gone for 9 of them but they are still there. Could be he has been dead for 9 years (and “left them”) or simply left and went somewhere else.

“she” and “you” were “here” for 4yrs. Then “you” left “she”. Then 9 more years passed. Now, “she” and “you” are having this conversation. So “she” has been “here” for a total of 13 years. “you” was also “here” for the first 4yrs of those 13yrs. For the past 9yrs of those 13yrs, “you” has not been “here”. If that’s too confusing, replace “she”, “you” and “here” with their proper names.
