This line is horizontal, and a line perpendicular to that would be vertical. A vertical line would be in the form x = something. Since it passes the point (7,-3), then the equation of the line would be:

x =7.

Given (-3,1), y = 2/3 x – 8

The slope of the given line is 2/3, so the slope of the perpendicular line should be -3/2 (the negative reciprocal). Since it passes the given point, then the equation would be:

y – 1 = -3/2 (x+3)

Note that this is not the only way to write the equation required. This is in point-slope form, but it can be written in slope-intercept form or even in general form.
