Air pollution regulations?

What is the program in Romania and Brazil that restricts the use of certain vehicles on certain days (maybe by their license plate number) in order to alleviate the problem of air pollution?

I’m not exactly sure if it is done by license plate numbers being assigned to certain days, but it is something similar.

Don’t know about Brazil, but in Romania there is no such program.

However, during the last years of communist rule (the late 1980s) there was a weird rule: on Sundays people were allowed to use their cars based on how was the first number on the license plate, even or odd.

Cars with license plates starting with an even numbers where allowed to run one Sunday, while the cars with odd numbers were allowed on the road next Sunday; if someone broke the rule (for instance, by driving a car with even numbers on a Sunday when only even numbers license plates were allowed) he/she had the driving license suspended for a few months.

This regulation wasn’t actually aimed at reducing air pollution, the idea was to cut fuel consumption.
