Is there a way to get free funds for college, besides fafsa and federal loans?

Talk about a payment plan where you can pay the $1000 over the year; most schools will let you do that.
Ask about work study options.
If you were in the band, theater, etc. in school, see if there are scholarships for participating – my daughter gets about 7K a year by being in pep band, stage crew, and dance troupe. They are all small scholarships but dont need paid back. If your parents are proven not to be able to help, you can also get additional loans on your own, but try to avoid it as you want to leave school as low as possible.
If you are from a low income area growing up, see if there are community groups in your area that may help you. There are free scholarship sites on the web too, explore every avenue such as ethnic background, disability status, special interests.
See if your housing can be cut in cost – many schools require freshman to take the most expensive meal plan but in some instances this can be reduced for hardship, or you may be able to be allowed to move off campus if you can prove you have an arrangment that is cheaper and you work with the school.
Try talking to the military reserves for earning money also
