you cannot get a copy of your records unless all of the holds are removed from your file. most of the time the hold is due to payments that havent been completed. you will not be able to get a copy of your transcripts to another school or even for yourself before completing payment. it’s basically their way of not giving you full credit for the classes you havent paid for. once you pay the hold will be removed and you can have them send the transcripts to your new school at that time. in the meantime, you are going to have to try and remember which classes you have taken at the other school to be sure you do not repeat any.

No. You need to find out why there’s a hold and get it squared away before they’ll give you your records. They won’t give the records to ANYONE (including employers and schools who want to see them) until the hold is taken off
