I want to apply for a scholarship but it says?
it is for the Spring of 2008 and I am entering into college the Fall of 2008…so can I still apply ?

No, it is for students that will already be enrolled in school in the Spring 2008. You will enrolled in the Spring 2009.

Sure, you can apply for future scholarships past the time you begin college. (I got one my junior year.)
You need to have funds in place (including any loans or scholarships) to ensure you’re a student in the semester for which the scholarship applies, unless it’s a “free ride” which pays all expenses. Those are pretty rare.
