Are you classified as a Dependent student? Have you been awarded the full Subsidized based on your grade level (max amounts per year are $3500 fresh, $4500 soph, $5500 jun/sen)? If so, then, no you cannot apply for an Unsubsidized loan.
Did you not receive the full amount of Subsidized loan per your grade level? Then yes, you can apply for the remainder of your max amount.
In any of these situations keep in mind that the max amounts are listed; your COA (Cost of Attendance) will also play a part since you may not receive more aid than what your COA is for your school.
Example: if you are a Senior Dependent student and your COA is $10000 and your EFC is 2000 and you have received $6000 in non-Stafford loan aid, you would be awarded a Subsidized Stafford loan of $2000. Even though as a Senior your max Stafford eligibility is $5500, you would only be able to apply for an additonal $2000 Unsub, to bring your total Stafford loan award to $4000 so that you wouldn’t go over your COA of $10000.
You should talk to a financial aid officer at your school for more information/guidance.
Good luck!
Instead of an Unsubsidized Stafford Loan you should apply for a Federal Perkins Loan. These have low interest rates and the government will help you pay it back as long as you stay enrolled in school. You also don’t need a cosigner or good credit for it. For more info go here:

You can also try to get free money by applying for grants and scholarships:

Good luck!
You can still apply for scholarships, or appeal to your university of choice, see if they have some $ sewn up in the curtains.
