The pell grant is awarded after filling out the FAFSA the eligiblity is determined by yours or your family’s income (if you are considered a dependant student).
No age requirements.
Eligible students:
Student must be pursuing their first undergraduate degree.
Student must be U.S. citizens or eligible non-citizens.
Student must have a high school diploma, GED, or demonstrate the ability to benefit from the program offered.
Ineligible students:
Incarcerated students.
Students who owe a refund on a Title IV grant.
Students in default on a Title IV loan.
Males who have not registered with the Selective Service

This grant is for college and you have to be 18. If you are under 18 then you are considered Dependent and your parents or caretaker has to supply all their tax information for the previous years income. If you additionally apply for loans then your parent or caretaker has to be a co-signer so that if you fall into default the responsibility falls on them to repay the debt.
