I would characterize this as an entertaining truism

A truism is a claim that is so obvious or self-evident as to be hardly worth mentioning, except as a reminder or as a rhetorical or literary device.

I really enjoy the style and rhetoric found in Southern literature. Mark Twain, William Faulkner and Erskine Caldwell were perhaps the best practitioners of this art

This truism you mentioned is somewhat similiar to one attributed to the Greek philosopher, Aristotle – “One swallow does not a summer make”.

I think of it as a colorful way for people to say “Let’s not get ahead of ourselves here and jump to conclusions”

They are all correct – it is a truism. Someone described the modernisation of a northern English city to my husband recently (they are both local government officers) as: you can dress up a rat’s a*** and call it something fancy, but it’s still a rat’s a***. I think that was an opinion and not a truism, but I have never been to the particular city, so I can’t judge. Good question!

Johns got it there are many different strains of christianity for instance that have a common dogma but slightly different rituals and it still doesn’t make them biscuits. I can wear the most expensive clothes there are but it wont make me hansome

No matter what you do to a crow, it will never be a canary.

It means there are limits. It can also be used to get people to accept a lack of effort or laziness by justifying it with an obvious “word of wisdom”.
