Because such a person will be accosted as much, if not more, than someone coming forward and admitting to a heinous crime.
While a child molester might be shunned by friends and family, a lottery winner will be inundated.
Seems like it’s an awfully brave thing to do: admit you are a lottery winner. The folks who wait until the deadline is looming are the ones that might get away with the least trouble.
