Mongolian horsemen were among the first to use heels as means to keep their feet from sliding out of their stirrups. It is also well known that Egyptian butchers wore high heels so they would not step directly in offal.
Although most people equate high-heeled shoes with women, this is not only not the case throughout history, it’s still not the case today. Many men throughout the Western world, including Europe, the U.S., Canada, and other countries, wear high-heeled shoes on a regular basis, and for a variety of reasons. High-heeled male dance shoes (often called Cuban heel or Latin heel shoes) are fairly common, and are not considered effeminate.

Well , if you are talking about shoes, it is a very wide and rather high heel on a flat shoe. Usually on dancing shoes. It first became popular on shoes in Cuba.
If you are talking about the musical group that call themselves The Cuban Heels maybe they are from Cuba and they are all “heels”, or “cads”, or not so nice guys.
