why do some people answer with”…”? does that have some kind of meaning?

the elipsisis or quotes?

For the elipsisis: To imply that something whatever follows is implied, for example: I ate a hot dog, chips, pickles…

get it? Or if you mean by just putting … as the answer, they just want the points.

For the quotes: To quote what they have seen/heard/read…

some people answer parts of a question with ” ” to convey irony, sarcasm, or to include the addressee in some form of camaraderie (see, we know this and they don’t…)
