Why aren’t Q and U next to each other in the english alphabet?

Though why isn’t ‘q’ together with ‘u’ in the alphabet, even though we can see that ‘qu’ are really close to each other, like a digraph? Well, I don’t really know. (The following stuff is theory:) I think the answer could be is ‘qu’ is pronounced like ‘kw’, not with a ‘u’. Queen is pronounced ‘kween’, not ‘kueen’. ‘Q’ used to represent a sound like this (sort of), but I think Latin found it necessary to spell this out with a ‘u’ (‘w’ wasn’t really around back then)
And since that always sounds like KW, replace it with that letter combination, freeing Q to substitute for another sound.
And what about C? Always sound like S or K, except in combination with H, so why not just make C = CH and change all other occurrences to S or K.
While we’re at it, change all occurences of X to KS or Z, and let X = TH.
