When is the correct time to use who, and when are you supposed to use whom? what is the difference?

Is that who I think it is?

Whom belongs as part of the predicate or a prepositional phrase.

who is the subject, whom is the object. who did it? who is the subject, did is the verb, and it is the object. to whom does it belong? it is the subject, belong is the verb, and whom is the object.
