Choice C definitely is.
Personification is giving human qualities to an unhuman thing. The concept of flowers bowing heads gives a very human action and body part to flowers.
Bear’s feet is close, because technically they’re paws, but I don’t think it counts because it’s not much of a separation in comparison.
