I do not know which is correct. What is the tense of come and serve?

Tenses are usually spoken of in present, and past, and past with a helper verb. Your
sentence is future tense, not even present.
You are saying, “The first one to get here (come) is the first one to BE served,” be is the helper verb. So, reasoning this, I would have to say, “First come, first served.”
The first person or people to arrive are going to be the first to be served eg. their meal in a restaurant.
