mean he did not tell you all,he preserve some inner answer and hopes you don’t ask further.if you don’t give up to make clear of that,he would hardly to refuse to answer otherwise angry with you.

It either means they dont want to tell you the real reason “WHY”.. or they just dont have a good excuse..

He means he doesn’t choose to explain the reason why to you. He may feel it’s not any of your business, or maybe he doesn’t fully understand it enough to explain or justify it.
