It means to back up what you’re saying with some cash. For example, your boss gives you a great review. Well, it doesn’t really say anything unless he/she backs it up with a nice raise. Also, if your boss just gave you a big raise (without saying anything) it would say more than if they just told you that you were doing a good job.

Basically, it’s similar to “actions speak louder than words” but it involves money.
