The difference is simply spelling…they are the same thing. A garment might refer to a specific item of clothing, while apparel would refer to a general amount, i.e. the apparel in the store showed their fall collection.

While they are all related, they are not the same. “Garment” is a count noun, meaning it can be either singular or plural. It also means that when you use it in a sentence in its singular form you must put either a pronoun (e.g. his or my), an article (e.g. the or a), or a number (one). “Garment” means one article of clothing (when used as a noun) or related to clothing when used as an adjective (e.g. garment bag).

“Clothing” and “apparel” are very closely related in meaning, so much so that the difference is negligible. They both refer more to categories rather than individual items. They are also non-count nouns and so do not appear in the plural form.
