The other one is sexual… meaning your penis is rather large

Back when black men were slaves, people assumed the only reason a white girl might have sex with them is if they were ‘well hung’ – had a big dick. Now, people who pass on the myth that black men have larger ***** often imply that they haven’t got looks, personality or brains – but they must have a dick!

It is, however, possible that the phrase in question was not an attempt to refer to the expression/myth literally – it could refer to black men being executed, and may only use the same words for effect.
