what is the meaning of “Final test phase for shipping is often ad-hoc”?
it’s becuz of the word ‘ad-hoc’ and i dont understand the whole sentence…

Basically, it means “for this purpose.” It’s a Latin phrase.
It could either mean that the test phase was custom-designed specifically for the situation, or it could also mean that it’s somewhat of a makeshift, last-minute solution that resulted from poor planning.

Ad Hoc is latin. It means that something is random, arbitrary, “off the cuff”, unpredictable, variable, spontaneous, and improvised.
In the case you mention, it seems that procedures for testing either don’t exist, or are being ignored.
