“Listen” is a filler word – like “like” or “you know”. “Listen up” would tend to be used when attracting the attention of a group of people.

I think “listen” isn’t as serious or demanding as “listen up”. In the past, from my experience, a teach would say “listen up” it would always mean serious business lol.

listen is just that merely asking someone to listen but listen up is an American usage, the same meaning.
