Licketychick is right, they mean the same thing. The “in” in inflammable doesn’t mean “not”, it means something more like “into” — as in capable of bursting “into” flames.
English is that kind of a nutty language, because we get words from so many different sources.
Not capable of burning would be non-flammable or non-inflammable.
It makes great sense to not use the word that could be misleading in a context where misunderstanding might lead to disaster. So good for anyone who insists on doing that.

Nothing.. both mean it will burn easily. However since some people think inflammable means burn proof, you won’t see it used as a warning on something that will burn.
