The < part is the bottom point of a heart and the 3 part is obviously the round part. Imagine <3 turned 90 degrees to the left. It becomes a heart that looks as if someone took a knife and sliced it in half horizontally. LOL Hope I helped.
By the way, <3 doesn't always appear in chatting. People use them in e-mails, handwritten notes, and even their Yahoo! names, like... <3Alyssa<3 or something.
People use the heart symbol when referring to "love", like I <3 you. Some use the heart symbol like a friend kind of love. In that case, it's the same as xoxo.
