The most commonly heard use of this expression would be something like this: He was so enthusiastic to learn everything about this subject, he was all over it like white on rice. Well these days of course, not all rice is white any more. But traditionally rice was white only… and the “white” was certainly all over the rice, LOL. It’s a way of trying to say that somebody was into something, or going after something with single-minded purpose, and “all-over” concentration, just the same way that white is all over rice.

This is not a good description for one person is like another.

To me, the idiom or colloquialism, or let’s just say SLANG (!)…”like white on rice”…refers sometimes to a condition of cloying closeness, or of being close to the point of losing ones own identity, OR–usually–it just means being really ‘on top’ of something one is doing, being right on time with it and up to standards…That’s the most frequent use, that last one.

Example: “I am on it like white on rice.”

But all the above can be used with the phrase “like white on rice” (which is usually not used with the verb is or was …it stands alone)—But I wouldn’t use it to describe a woman who was “like me.”

That means that something was really close together. Maybe refering to friends or someone observing another person. and no I have never met a woman who was like me.
