I means that the membrane will allow substances, usually liquids, to pass through It. For example when you rub sunblock onto your skin some of it is absorbed by the skin. The classic experiment is you have a glass open topped vessel filled with coloured liquid and secured by pigskin then immersed in clear water. Eventually the colour will seep out as the pigskin, being a membrane, is semi-permeable.
