What does the tip of an iceberg mean?

It means just a small portion of what is to come. sort of a sample or a preview.

Usually used in a bad way though. as in there is more negative things to come.

Ok, sometimes the tip of the iceberg is all that is showing, and it may look small. All the while, under the water lurks the larger portion of the Iceberg which could cause many problems….

Only approximately 15% of an iceberg is visible above the water (try floating an icecube in a glass of water to demonstrate this). It is the unseen parts of the berg that invariably cause any problems to shipping hence the “tip” being only an indication of trouble that may be about to occur. I hope this helps.

When sailing in arctic or antarctic region, the big rocks of ice are floating and cause damage to the ship. Due to scientific reasons, 90% of the big iceberg will be underwater and not visible. So one may not anticipate the danger, if inexperienced.

Same way if one overlooks the problem fully, he/she may be in for a surprise.
