I think it means to have some patience and not to be in such a hurry that you end up violating rules or hurting others.
If we use our common sense (which is believed to be uncommon ) the phrase is self explanatory .

I think it originally was intended back when people had horse-drawn wagons in wagon trains and basically meant to wait. But I could be wrong
