I think it means a person “dreams,” “daydreams,” or in other words plans in a ‘laissez-faire’ (very relaxed) way what they will do in the future.

They also may be planning a book or movement to take up in the future; another dream at present, even though they really want to do it later.

Or they’re dreaming of yet another utopia to try out on the world to come!
