It is an attempt to describe the puffing out of air as an indication of surprise, or, depending on context, the loud and affected clearing of the throat, as an indication of scornful incredulity.

This type of expression is called an onomatopoeic expression. i.e. a word, or words, or simply, as here, a collection of letters, attempting to imitate a sound.

It’s a somewhat uppity expression of indignation. Like a snort but a little uppity besides.

I would even call it defiant indignation. Usually it’s used as a way to comically feign uppity indignation lol.

I think it may mean that someone is thinking. Like the old song “things that make you go hmmm” Or it could be a sign of frustration since it has the ph’s on the end. Depends on how its used I guess.
