It’s basically the opposite of “big-time,” which means “accomplished.” Small-time can mean “Of lesser significance.” or “a small operation.”

As somebody else above said, it’s a slang term in the United States.

A small-time singer would be somebody who goes and sings in bars or does small gigs. A big-time celebrity singer would be someone who performs for huge audiences and ends up on television.

A small-time drug dealer would be somebody who only sells a minimal amount. A big-time drug dealer would be like a cartel or a international distributer.

insignificant–not worthy of even mentioning OR instead of going to a 5-star restaurant for dinner, dancing and cocktails afterwords, spending the night in a posh hotel, limousine, etc., try a picnic with homemade cuisine

basicly, it’s the difference between wearing a tuxedo or t-shirt and jeans
