It means that the person is a lot of talk and no action, when it comes to the environment.
Maybe they say that they will do some thing, like plant a tree, and they never do.

It also might mean that they’re an environmentalist who behaves in kind of a flaky way — someone who might sort of have their head in the clouds and be idealistic or just really extreme about their environmentalism… Might be referred to as “granola” or “tree hugger”….
