“rocking the boat” means stirring up trouble. On a boat, if you rock it or cause waves it can go over and I think that is where the saying comes from.

All answers lack accuracy. Rocking a boat is an idiom used to describe when someone does an action that would change things which have long kept a secret, like a whistle blower for example.

Cause trouble. Ever been on a boat? Especially a rowboat sized boat? A person can rock it to the point that it can overturn.

Punk rockers usually say that. I actually went to a concert a while back called “Rock the Boat.” I think it just means shakes things up and go crazy.

It simply means to cause waves, like when you rock the boat on water, if your on a team that is working well, you don’t want to stir up trouble, let it continue along it’s smooth path.

To rock the boat means to disrupt things, promote disharmony, make waves. Where did that guy GET that crap about a rock concert? In the sentence you quoted, he was telling you that you can try all you want to, but you will fail to do anything significant to change things.
