A rubbernecker is someone who has to turn and see things as they go by (for example when driving by an accident or a car that’s been pulled over by the police).

It means you keep looking at something or someone as you are passing by, thus stretching your neck to do so. I’ve heard it used in two contexts: One is if you are driving past the scene of an accident and your curiosity compels you to keep staring at it even as you are moving away from it. The other happens when you see an attractive person passing by on the beach (for example) and you can’t take your eyes off of her (or him for some people). You keep trying to look at the person even though she’s going one way and you’re going the other.
