Haters usually refers to people who opening hold hatred for another group of people. It could be because of race, socio-economic class, looks, anything.
Sometimes it is used in a half-joking fashion to refer to someone who has busted on you. Maybe a friend says they don’t like your new haircut and you might say,”Don’t be a hater.” It just means that they are being negative and you know it and they need to stop. But you don’t really think they are hate-filled.
