hehe.. maybe by people of my generation. It was a nonsensical wordplay which simply is a way of belittling something.. in this case an artist. The speaker is saying he doesn’t think much of the (artistic) abilities of the artist.

You can use it for anything simply by changing the “rhyme”.. driver schmiver

doctor schmoctor

pilot schmilot

actor schmactor

poodle schmoodle

It basically adds “sch” to the front of the word and repeats it.

When someone uses that line it’s like saying “Artist my eye” or “Artist — yeah, right!” It’s supposed to be sarcastic.
