Not sure if this is what you’re looking for…note that “the” is used before a thing or a place.
“Is” is a verb…past tense is “was”.
He is of African descent
He is in the room; He is in trouble.
He is at the store; He is at odds with her (colloquial).
He is on the stage; He is on time (punctual).
He is an impolite person.
