Hi,
I saw someone write a sentence “Step-by-step is the only way to make progress.”
Does it sound ok? My question is, can “step-by-step” act as a noun?

Try the opposite. If it were, instead, ‘with a giant leap’, do you think it would look ok hyphenated? -‘ with-a-giant-leap’. Certainly not.
‘step by step’ qualifies ‘to make progress’ – how to make progress. In is not a noun, and in my opinion should not be used as a noun.
