Yes,

It is a question. The fact that it is rhetorical only means that we do not actually expect anyone to answer it because the answer should be so obvious. That doesn’ t change the fact that it is still a question so use a question mark.

yeah, it should. they’re still asked as questions; they just are questions that are usually used to make a point, emphasize something, or make you think about something, and not asked in order to get an actual answer.
