However, as many of us have no doubt observed, this “as per” usage has been more and more frequent lately in administratese. My brother-in-law the linguist would argue that if it’s used frequently, it’s inherently acceptable.
I tend to frown on recently-invented usages myself, since they betray ignorance about the meaning of the turn of phrase
(other examples are “irregardless,” “flammable/inflammable,” and “I could care less” (when the speaker means he or she couldn’t).
