no…it needs a preposition after arrived.

What’s the context? There are a few different ways.

I arrived in Hollywood, Cal.

I have arrived in Hollywood, Cal. (when you are telling someone you’ve gotten there)

When I arrived in Hollywood, Cal (with something before/after the statement)

If there was a comma after “arrived” it would be correct by media standards (Associated Press?) But one would have to consider the entire context.
