Grammatically, yes.

Logically, no.

(without the heHe)

You can say it as a complete statement (sentence). But without the information proceeding it, we are left to wonder what the missing information was. Although we could assume it would be a degree or qualification.

It could hence be made into a dependent clause quite easily, with a yet, but, or, and… or even “;” But if it stands alone it is a complete sentence.
