“The cat is white” is a statement. Written as a question, it would be “Is the cat white?”
It said “the cat” in the original sentence, so it should still say that in the question. Don’t change it to “that cat.”

If you are supposed to “put [the sentence] into a question,” you could say, “Do you want ‘The cat is white’ in your LOST ad?”
But, if you are supposed to make, or change, the sentence into a question, then the simplest is, “Is the cat white?”

Is your cat white? No. But that cat is white! It’s not my cat.

“The cat is white?” is perfectly acceptable as a response to someone telling you the cat is white when you thought it was black.
If you are allowed to rearrange the words, “Is the cat white?” would be the way to go.
