or
I wanted to say sorry for what I did.

Neither is technically correct.
Try using
I wanted to apologize for what I did.
OR
I wanted to say (that) I’m sorry for what I did.
The (that) is optional

I would not use quotation marks for that sentince because you did not actually say sorry you wanted to so nothing was never said to quote

Chris L has given you an excellent answer, however if you did want to keep your original wording I would be inclined to put ‘sorry’ in single quotes like this, not speech marks.

i wouldnn’t use quotations marks if i were you because your not quoting anything necessary to quote.it will be better if you use the one without quotation marks.
