This program is implemented at the municipal/regencial level in order to assis the regions with creating conducive business climate for small businesses. The use of the jargon “OSS” leaves me sadly ignorant of what is being referred to. But since the point of jargon is to brand who is and is not a member of the in-group and I am not a member of the in-group, that would seem to be the whole point of this exercise in bad writing.
Ultimately I believe that a computer program might recognize this as grammatically correct English, but a good writing teacher would talk about simple declarative sentences and consider this a disaster.
