My son is “6’6″” means he is six feet six inches tall
“all boy” is somewhat idiomatic and used to describe a typical little boy – all rough and tumble – not one “girly” trait at all . . . usually used more to describe little boys but in this case would be a strong completely non-feminine man

Above answers are good answer — I would simply add that ‘all boy’ (rather than ‘all man’) implies a youthful quality. Someone who is boyish may be: open, playful, happy, a little mischievous or naughty, well-meaning but perhaps a little naive or innocent.
I think in this sentence the writer may be setting up a seeming contradiction, by comparing the fact of her son’s height (certainly he must seem a man to look at him) and that she considers him a boy (she may be the only one who still thinks of him that way!)
